Representatives of the companies of the Cubatao Industrial Estate participated in this Wednesday (17) of the workshop Human Factors in Occupational Safety, promoted by the Center for Integration and Development (Cide), with support from the São Paulo State Industry Center (Ciesp) – Regional of Cubatão.
The event was organized by Cide’s Technical Commission for Work Safety and brought together about 30 professionals from associated companies and service providers who were able to expand their knowledge of the area through a lecture given by SafeStart’s Key Account Manager, Ricardo Semeghini.
The content presented is an important factor for safety in the workplace. Aspects such as haste, frustration, fatigue and complacency can lead to unintentional actions, which increase the risk of an accident. According to Ricardo, 90% of incidents and injuries are caused by human error.
The Speaker also pointed out that accidents are not restricted only to companies, risk is also present in the routes. An example of this is the fact that 25% of auto accidents have as their main cause, sleeping at the wheel. “The objective of this meeting is for professionals to learn important concepts that contribute to the well-being of workers, as well as reduce the risk of accidents caused by human factors”, says Ricardo.
For the coordinator of the Technical Commission of Work Safety, Renan Vieira, the concepts presented are interconnected to the safety procedures practiced in the industry. “We always strive to be attentive to solutions that contribute to the reduction of accidents in industries and human behavior must remain as a priority parameter to be monitored”.
Technical Commissions
The Technical Committees are working groups formed by members of companies associated with Cide and Ciesp Cubatão, which develop actions and projects for the sustainable development of the Cubatao Industrial Estate and, consequently, the municipality.
The Consultative Community Council of the Industrial Complex of Cubatão completes its 20 years of operation in 2019. Formed by representatives of industry, government, civil society and community leaders, the forum is an open dialogue channel conducted by the Center for Development Integration (CIDE) and brings together members monthly to discuss issues related to the Polo and surrounding communities. Each member also has the role of spokesperson to disseminate relevant information to the other residents of the neighborhoods they represent.
The Council works on projects and discussions across three fronts of action Education, Training and Employability; Health, safety and environment; and Projects.
In recent years, the council underwent a restructuring and had its way of improving operations with the creation of its internal regiment, based on the premises of Responsible Performance of the Brazilian Association of Chemical Industries – Abiquim. The new regiment was executed in March 2017, with the right to recognition of Abiquim for adopting the guidelines of the Responsible Action Program, in the requirement of open and transparent communication with stakeholders of Social Dialogue. With this formalization, the CCC of the Industrial Pole also began to participate in the National Meeting of the CCCs of Abiquim, held every year by the Commission of Dialogue with the Community.
For Irenilda Brito, a member of the council for 18 years and a representative of the Group of Leisure and Citizenship of the third age, the dialogue between the community and the industries is of extreme importance for the strengthening of the group in the city. She recalls the previous years and highlights her learning through projects and technical visits to the Polo, telling about her expectations for the future. “I hope we continue with the same commitment since the beginning of the CCC. We have to continue growing as a group to strengthen our bond, wear the same shirt and work on continuous improvement for the community.”
New projects
Currently, coordinated by Caroline Carneiro and Renan Vieira, representatives of the company Yara Fertilizantes, and with the participation of the Executive Director of Cide, Raul Elias Pinto, as patron, the council integrates to its group new members belonging to the majority of the communities of the municipality.
For this year and 2020, the CCC will play a key role in carrying out studies on the Apell projects – Alert and Preparing Communities for Emergencies at the Local Level and for the revitalization of Agenda 21 from 2020 to 2035, as well as conducting other projects for the community.
Representing the Municipal Council for Children and Adolescents (CMDCA), Antônio Jorge emphasizes the pride of being a member of the CCC and of integration with the community. “I see my participation as a great responsibility that goes beyond being present at the meetings, but also working together with the Industrial Condominium in favor of the population for social growth. In my years of acting in the council, I have acquired experiences and knowledge to effectively participate in community issues. For the future, I believe the history of the CCC will inspire new community leaders for our city.”

Throughout the history of our Community Advisory Council, the Industrial Pole has been able to get closer to the community, promote open dialogue and develop projects that have brought and bring significant results for the sustainable development of communities. Looking back, all the way down here, we see the main motivation we have to work for a better Cubatão: our union. May our integration remain as our greatest strength for new achievements in the coming years,” comments Raul Elias Pinto.
Today is World Environment Day, a moment of awareness for actions aimed at preserving the planet.
Cubatão is recognized by the UN as a symbol of environmental recovery. To support the title, large investments in control and environmental programs were carried out by the Industrial Pole of the city, through the Cide Industrial Condominium, consolidating the partnership between public power, private initiative and community.
Several actions are maintained through the execution of emission control and monitoring programs; management and reuse of waste; rational use of energy and water resources; maintenance of control systems and implementation of environmental improvements.
Over time, actions are enhanced with the objective of ensuring the commitment of environmental performance and quality of life of the population.
Cide counts on the Technical Commission for Protection and Defense of the Environment (Prodema) to build joint actions aimed at protecting and protecting the environment. The group actively participates in events such as the Baixada Santista Basin Committee (CBH / BS), Cubatão Municipal Environment Council (Comdema), Contingency Plan for Serra do Mar, among others.

Operation Winter
The operation, which occurs 24 years ago in Cubatão between May and September – a period in which the weather conditions are unfavorable and the climate predominant is drier – is already underway in 2019 and consists of the daily wetting of roads and also within companies.
The entire process is done with reuse water and aims to maintain the quality of the air, preserving the health of the workers and the residents of the region.
In the last years, it was verified that Cubatão went through the winter period without any critical episode of air quality. It is estimated that in 2019, an average of 21 million liters of reuse water was used and traveled about 18,900 km.
For the executive manager of Cide, Valmir Ramos Ruiz, the actions of environmental preservation are commitments signed between industry and municipality. “We commit ourselves daily to initiatives and projects aimed at environmental preservation, it is gratifying to be able to see projects such as Operation Winter, contributing to the Polo meeting the required parameters and remaining with its activities. This synergy is decisive for the sustainable development of the city”.
Faced with the challenges of the economy and in the midst of the actions that Brazil has been proposing to resume growth, synergy is the fundamental fuel for the search for shared solutions.
Cubatão enjoys ideal attributes to attract new investments, especially those related to the manufacturing industry. The partnership between Industrial Condominium and public power to publicize the potential of Polo has made the municipality recognized by several publics in the Country and the world, either by the production of high quality raw material, skilled workforce and industry-oriented logistics infrastructure complete, among many other reasons. All this effort aims to contribute to increasing employability and fostering local commerce.
The permanent dialogue with the community gives voice to the population and reaffirms the industry’s commitment to sustainable development and, consequently, to the entire region.
On this date, the important thing is to be united, because together we will always be stronger.
The Center for Integration and Development (Cide) and the City of Cubatão received a delegation of representatives of companies associated with the France Chamber of Commerce in Brazil, led by the executive director Sueli Lartigue (Cide / Ciesp Cubatão) , to meet the Industrial Pole of the city and the program Cubatão – The Factory of Opportunities. The meeting was moderated by executive manager Valmir Ramos Ruiz and also counted on the participation of the Secretaries of Finance and Employment and Sustainable Development, Genaldo Antônio dos Santos and Marcos Espírito Santo, as well as the director of the Revenue Department, Luiz Alberto Maia da Silva.
The main objective of the visit was to present the program Cubatão – The Opportunity Factory, which aims to disseminate the main advantages for manufacturing industries in the city: quality raw materials by large companies; strategic support of Cide / Ciesp Cubatão; abundant mesh of energy and water; full logistics knit; universities and technical schools geared to industry; proximity to the port of Santos and the capital of São Paulo; environmental recovery investments; among others.
Visitors also had the opportunity to meet the Industrial Pole of the municipality and main steel production facilities of Usiminas.
Valmir Ruiz highlighted all the potential that Cubatão has and the synergy with the city as the main attractions for new industries. “As the largest industrial hub in Latin America, Cubatão has the ideal structure to receive manufacturing industries. With the support of the City Hall, we can encourage the sector. This attracts more companies, creates more jobs and strengthens trade. ” Valmir also highlighted recent achievements of the municipality through the integration of industry and public power, such as the reopening of Cubatão Hospital, administered by the São Francisco Xavier Foundation, Usiminas, and the Faculty of Medicine – São Judas Tadeu University.
“The Chamber has existed for 119 years and we are the first bilateral, with headquarters in São Paulo, Rio de Janeiro, Minas Gerais and Paraná. We hold these events to show opportunities in every region we visit, “said CCIFB Executive Director Sueli Lartigue.
The local workforce was also emphasized during the meeting. “Cubatão has a skilled workforce, constantly improving,” declared Espírito Santo. “Cubatão is close to universities and technical schools that train professionals to work in the industry,” Ruiz said.
The finance secretary reinforced the partnership. “We have a tax incentive project to attract the sector and we are ready to meet,” he said, noting that the arrival of new companies also benefits the local population and commerce.
In recent months, the Opportunity Factory program was taken by Cide to the world’s leading chambers of commerce in Brazil, such as France, China, Spain, Japan, Russia, among others.
On April 2, the Brazilian Association of the Chemical Industry (Abiquim) hosted the first Meeting of Representatives of Industrial Poles, which houses companies in the chemical sector. Valmir Ramos Ruiz, the executive manager of the Center for Integration and Development (Cide), participated in the meeting with the other representatives of the other poles: the executive director of the Association of Enterprises of Campos Elíseos (Assecampe), Jorge Rezende; the Superintendent of Health, Safety and Environment of the Committee for the Development of the Camaçari Complex (Cofic), Aurinézio Calheira; the executive manager of the Committee of Industrial Development of Polo Grande ABC (Cofip ABC), Francisco Ruiz; and the executive director of the Industrial Development Committee of the Polo of Triunfo (Cofip RS), Sidnei dos Anjos.
The representatives presented the organizational structure and the actions developed by each committee. According to the executive manager of Cofip ABC, Francisco Ruiz, the objective of the group was to create an executive agenda, with topics common to the poles, that can be worked together, from the exchange of experiences and the creation of opportunities to use ideas already developed, so as to shorten the deployment, always safeguarding the local culture conditions. He adds that the Brazilian poles have similar characteristics as: communities and neighbors around the facilities; relationship with the public power; federal, state and municipal legislation; best practices in safety, health and the environment; synergy in business.
The Technical Advisor of Abiquim’s Responsible Management Committee, Yáskara Barrilli, participated in the meeting and presented the work developed by the committee and emphasized the importance of the work in the Multiplication Centers as a way of disseminating good practices among companies in each region and of actions with the environmental agencies and fire brigades for the valorization of the Responsible Action Program®.
For Valmir Ruiz, the meeting spells out the importance of the Industrial Poles to organize themselves as a condominium to obtain positive results through synergy. “Industrial Condominium are a world trend and the Brazilian industrial centers are prepared to work with this new management. Companies are always looking for continuous improvement in their processes and, with the arrival of Industry 4.0, technology becomes a common medium for this purpose. Through Cide, the industries work in an integrated way to create innovative solutions that help in the sustainable development of the Polo and the municipality”.
Further meetings are planned between representatives of the industrial poles for further discussions on these topics.
On October 17, the Center of Industries of the State of São Paulo (Ciesp) – Cubatão Regional received the visit of the new president of the Development Council of the Metropolitan Region of the Baixada Santista (Condesb), Luiz Maurício Passos de Carvalho Pereira. The president, who is also the current mayor of Peruíbe, was elected in March to hold office in a one-year, replacing the former president and mayor of São Vicente, Pedro Gouvêa.
The meeting was attended by the Board of Ciesp Cubatão, represented by the director Raul Elias Pinto and 2nd Deputy Director José Roberto Heleno de Marquis, and the connoisseurs of the institution, in addition to the participation of the municipal secretary of Finance of Guarujá, Adalberto Ferreira da Silva, representing the city’s mayor, Valter Suman.
As in previous administrations, Ciesp Cubatão presented to the new Condesb president demands and contributions developed by work groups, formed by members of Industry, with the main objective of assisting municipal management in the promotion of sustainable development of the Metropolitan Region of the Baixada Santista as a whole. The topics covered in the document integrate actions and directives in the main segments of industry performance and of great importance for the cities of the region such as: steel, chemical, fertilizers, oil / byproducts, services, infrastructure, tourism, cultural and social. The material was also delivered previously former presidents Pedro Gouvêa and Alberto Mourão.
Luiz Maurício bets on the partnership with Ciesp Cubatão to join forces in the region. “After facing a difficult scenario in 2018, we continue with the certainty that integration is the best means for our success. The demands and contributions are of great value to the whole region and meet the planning groups we are structuring to deal with these segments. And in all actions we will always seek to be closer to civil society in order to be stronger”.
“The Guarujá City Hall recognizes Ciesp Cubatão as a promoter of opportunities. We know that we can count on the institution as the main strategic consultant for the urban development of the region”, says Adalberto Ferreira.
For Raul Elias Pinto, the region strengthens when viewed in an integrated way. “Each city has its characteristic and this should be emphasized by the public interlocutors. We have drawn up these demands and contributions for the previous administrations and will continue the search for promising results for all cities, making Baixada Santista a great attractive region for investment and business”.
Managed by the Metropolitan Agency of Baixada Santista (Agem), Condesb is composed of political representatives of the municipalities of the nine cities of the Baixada Santista and nine representatives of the State Government, acting in favor of common interests of the region and aiming at a better development for the same.
Cubatão’s Mutual Assistance Plan (PAM) will comemorate 41 years next Sunday (31). In commemoration of the date, the commission of the Center for Integration and Development (Cide), led by the coordinator Ângelo Inácio dos Santos Junior, last Tuesday (26) held a special meeting. The members of the commission, the director of the Cide / Ciesp Cubatão, Raul Elias Pinto, the lieutenant colonel of the 6th Group of the Fire Brigade, Daniel Tenório dos Santos, the Lieutenant Colonel of the Maritime Fire Brigade Group, Diniz Filho, and other industry guests.
The morning had the talk SICOE – Integrated System of Command of Emergency Operations, given by the lieutenant of the 6th Group of Fire Brigade, André Moreira Lima. The system was created to order and standardize the occurrences that require an unusual demand of personnel and means by the Fire Department and other public or private institutions.”In the region of Baixada Santista, we have four PAMs. We offer training in SICOE in studies by distance so that the groups have the same language, act in synergy and effectiveness in emergency situations”, emphasizes Lieutenant Colonel Daniel Tenório dos Santos.
The coordinator Ângelo Inácio dos Santos Junior highlights the 41 years of PAM as a reference. “Throughout our history, integration has been a key part of being prepared for any eventuality. We continuously seek to practice continuous improvement in our procedures to jointly foster safety in the Industrial Estate and the region as a whole”.
Execution of social responsibility policies and good relationship with the community are among the priorities of Cubatão’s industrial pole. The values invested in social projects are significant and contribute significantly to the development of society.
The annual report released at the end of last year, referring to 2017, shows that this year one million seven hundred and forty thousand dollars were invested in social and cultural projects, including the Rouanet Law. For projects, through the Federal Law of incentive to the sport were more than 564 thousand. The municipal councils of the child and adolescent of the nine cities divided another 57 thousand dollars. The industries also counted more than 80 thousand divided in several other small projects of the community.
For this year, the City Hall has developed an annual calendar of events and priority projects for the city, in which the Cubatão Industrial Pole Condominium will evaluate, within its social responsibility guidelines, the possibility of supporting these projects in favor of the municipality as a whole.

Investment in professional and human growth
Every year the Sesi and Senai system prepares young people, attuned to technological trends and prepared for the demands of the labor market.
Senai
In 2017, 5093 students attended Senai, which offers professional training courses in various areas, as well as tailor-made courses for companies, lectures and programs. Also it develops social campaigns: like the Campaign of the Clothes that collected 6 thousand pieces and the one of Christmas with 1351 toys; both with donations to the Social Fund.
Sesi
The Décio Activities Center of Paula Leite Novaes implemented a new educational proposal with innovative teaching-learning methodology. The new investments in infrastructure and leisure space, reveal that the well-being of students and the quality of life of the whole family is a priority.
Now with the expectation of resumption of the country’s growth and the trend of the increase in consumption, Polo is on the agenda of national and international investors. The numbers that indicate the resumption of industrial production are boosted in Cubatão by the initiatives of Cide/Ciesp increasing the expectation for the arrival of new investments.
Transformation industry
Among these actions are the approaches to the main commercial chambers of the world, installed in Brazil: the last visited was China, as well as others such as France, Spain and Japan. Through the presentation “11 reasons to settle in Cubatão”, the largest business groups in the world are being convinced of the benefits of setting up processing plants at the local Pole, where the large base industries are already generating the raw material needed for the transformation.
Cubatão “The Opportunity Factory”, also offers all the infrastructure and natural and technological resources, for the installation of these new ventures.
Skilled labor force
Polo also has a skilled workforce available and the city offers continuous training. In the last month, for example, 165 workers graduated from the safety and occupational medicine course offered free of charge in a partnership between Cide/Ciesp Cubatão and the Secretariat of Employment and Sustainable Development.
Among other formations available, it is worth highlighting the Senai figures, presented in the last annual report of the Cubatão Industrial Pole: 338 enrollments in industrial learning courses; 1.979 for initial and continuing school training; 2.451 for initial and continuing training company and 325 technicians. All the service providers of the Polo industries use the register of PAT professionals in Cubatão for selective processes.
Many products that supply the Brazilian market, such as aviation gasoline, have 100% of the production here and another ten of them have an essential participation in the national supply.
